Warwick Farm Racecourse Masterplan included the rezoning of three large non core landholdings of 35 hectares, 10 hectares and 8.5 hectares. The sites were rezoned to cater for a bulky goods home renovation centre, large industrial development and thoroughbred racehorse sales complex. The rezoning process and statutory approval process required significant upgrades of a two lane road with no controlled intersections to a four lane road with multiple intersections, services relocations, an 800 space carpark and a vegetation management plan for a 20 hectare plus riparian area which included habitat for multiple endangered species including one of Australia’s most endangered species of owl, the Powerful Owl.
MELFs role not only included managing the above statutory approvals process and stakeholder consultations but also negotiations with the purchasers of these significant landholdings which included extremely high quality and high profile purchasers in Inglis, Stockland and Masters (a subsidiary of Woolworths). Roadwork, services, carpark and the vegetation management plan works are to commence in 2015 for completion by mid 2016. Combined Project/s Value AUD$55 million.
